INTERNATIONAL
SYMPOSIUM OPEN, DISTANCE AND E-LEARNING (ISODEL) 2009 Depdiknas yang
berlangsung 8-11 Desember 2009 di Sheraton Mustika Ratu Hotel Yogyakarta akhirnya ditutup dengan “ Summary and Recommendation yang dibacakan oleh Prof. Dr.
Paulina Pannen.
Berikut Summary and Recommendation tersebut :
ICT has been
one of the important efforts to widen access to education, improve quality of
education, improve governance and increase accountability of education.
Its rapid
development and growing pervasive use in education has changed the way
knowledge is constructed, distributed, challenged, and improved upon.
Various
examples and best practices have been presented from face-to-face school
context to distance education higher education context both at national as
well as international setting.
Nevertheless,
the use of ICT in education should not be read to cover only access,
infrastructure, and technical gadget, but includes a wider perspective of the
human users, the design of learning experience, software of the system, ethics
and culture of ICT, and the role of ICT as enabler of societal and global transformation.
Although …
• the penetration rate,
• the rate of computer ownership,
• the number of internet hosts and cafe,
• and rate of ICT literacy,
• even the creative and innovative use of ICT in education
are prolificing,
the general
picture of ICT utilization for education and learning purposes in Indonesia as
well as in many countries still need further encouragement.
In many
countries, schools and higher education are involved in various efforts of
using ICT for education. Nevertheless, within those same countries, we are
witnessing situation where there is no computer yet in school,
teachers lacking of skills to use ICT, unavailability of e-content, and the
insufficient infrastructure.
For many cases,
this has been one of the constraint due to unavailability of policy supporting
the effort.
In order to
elevate the use and integration of ICT in education, there are several priority
efforts to be taken by many parties, including the government, such as:
Provision of
connectivity, quality structure and infrastructure
of ICT.
Development of
quality transaction in education through the use of ICT, which requires:
• Socialization of e-education policy and strategy
• development teachers’ and lecturers’ capacity in
the use of ICT,
• provision of e-content for the use in education,
• high quality design of learning experience and interaction.
Dissemination
and socialization on the use of ICT in education as to changing the education
tradition into e-education which further leads to transformation of our
education system in this global village.
Strong
leadership from Pustekkom, and commitment and synergy from all parties are
needed on facilitating this development of ICT in education across boundary.
